Token Roulette

API vs subscription: which is cheaper?

Coding agent tools bill in two ways. A subscription charges a flat price per seat and limits how much you can use. The API charges for every token the agent sends and gets back. Which is cheaper depends on how much your agent works, and some “subscriptions” turn out to be API billing with a seat fee on top.

The two billing models

A flat plan has a known price and a usage allowance. Past the allowance you wait for it to reset or buy credits. Pay-per-token has no allowance and no ceiling: a busy month costs more, a quiet one costs less. Here is how each tool with a cost page bills:

ToolSeatsHow usage is billed
Claude Code$20 to $200 a seatFlat plans with usage limits, an API key billed per token or a seat price plus every token at API rates
Cursor$30 to $200 a seatA seat price plus every token at API rates
GitHub Copilot$10 to $100 a seatSeats that include usage credit, then API rates

When a subscription wins

A flat plan wins when the agent works most days and the plan's limits hold. At 2 medium tasks a day on Claude Opus 5.5, run carefully, API rates come to about $283 per developer a month. Claude Code Ultra costs $200, if that usage fits its allowance.

When the API is cheaper than a subscription

The API wins for light or occasional use. At API rates, the $20 Claude Code Pro price buys about 3.0 careful Claude Opus 5.5 tasks a month. If your agent does less than that, pay per token.

The break-even point

Medium agent tasks a month at which API rates cost the same as the plan, run carefully. Below the number, the API is cheaper. Above it, the plan is, until its limits.

PlanSeatClaude Opus 5.5Claude Sonnet 5.5Claude Haiku 5.5

Claude Code Ultra$200303223
Claude Code Team, standard seat$253.73.92.9
Claude Code Team, premium seat$125192014

GitHub Copilot Pro, Pro+, Max, Business and Enterprise include usage credit and bill API rates past it, so there is no crossing point: below the credit you pay for usage you didn't use, above it you pay the API price.

Claude Code Enterprise (billed annually, 20-seat minimum); Cursor Premium, Super and Ultra charge API rates for usage on top of the seat price, so the seat never lowers the token bill.

How this works

Seat prices are each vendor's list prices. Task costs are the average of 20,000 simulated runs of an agent on a 5-point ticket, priced at API list prices. Subscription allowances aren't published in dollars, so where a plan has limits we can't say exactly when you would hit them. Treat it as an order of magnitude. Method and sources.
